Dreamweaver is a WYSIWYG (whizzy-whig) editor: An HTML+ code generating interface. You can make pages by importing pictures, and typing text into the design window with only basic knowledge of "Hyper Text Markup Language."

Similar programs are named "Front Page", and "Go Live". You can, however, make a web page in "Simple Text" or "Word Pad" if you know HTML.
